judging "targetted" films

Prompted by a question raised by Peter C on viewtopic.php?f=12&t=2906 and by his suggestion to move the discussion to a more sensible place.
Do/Should judges take into consideration the target audience when judging a film? And if so, how?
Example: a film about Harley Davidsons made for the Harley Owners club will assume a certain level of knowledge and a love for the machines whereas one for a general audience would surely emphasise the appeal and assume no technical knowledge.
