Am i doing something wrong?

I've been sending some message via the PM system here, yet they tend to just sit in my Outbox without going?!

I don't use it much, but what seems to happen is that the message is sent ... but a copy stays in your outbox until the person you are contacting has opened her or his mail. Then it vanishes.
