if your download is erratic, you can press the pause button, and go and make a cup of tea. While you're having tea, it will continue to download, and subsequently play fine.

it is possible, however, in an SD timeline, the HD clips will need to be scaled down, (using the motion settings) as you'll be looking at a window in the middle of the clip, and in an HD timeline, the SD clips will be small, and will need to be scaled up to fit.

When you have too many members, then and only then should you consider having a members only forum. On the internet, it's all about numbers.
