You will remember that Paul mentioned he had used this method of presenting the films, because technically the copyright did not belong to him.

The short answer is, yes it does. Jan and I have attended the Croatian Minute Movie Cup several times. Each good one-minute film feels like a complete story - a complete film. I hope someone from the IAC Council will give a response to this.
Several regions no longer have their own competitions and neighbouring ones generally accept films from such "inactive" regions. I would hope any regional contest would be willing to accept an entry from VVG.
